It is possible to distribute updated versions of .dbf files for users to access using their existing .apr, as long as the name and structure of the database remains totally unchanged. You should also distribute the new .adx along with it. They just need to replace the old .dbf and .adx (and .dbt if used) with the new copies that you supply.
